This FOA has been modified. ANA is modifying this FOA in response to the COVID-19 Pandemic in order to allow potential applicants additional time to submit an application for financial assistance. ANA usually follows notice and comment requirements for changes in policies and interpretive rules through the Federal Register. However, ANA is exercising the exception allowed in statute that when ANA has good cause such as the need to respond to the unanticipated impact of the COVID-19 Pandemic, such a requirement would make the notice and public procedure thereon impracticable, unnecessary or contrary to the public interest (5 U.S.C. 553(b)(B) (cited in 814 of NAPA). In Section IV.4. Submission Dates and Times, the application due date has been updated to extend the deadline for an additional 30 days for all applicants. The Administration for Children and Families (ACF), Administration for Native Americans (ANA) announces the availability of Fiscal Year (FY) 2020 funds for the Social and Economic Development Strategies (SEDS) program. This program is focused on community-driven projects designed to grow local economies, strengthen Native American families, including the preservation of Native American cultures, and decrease the high rate of current challenges caused by the lack of community-based businesses, and social and economic infrastructure in Native American communities. Native American communities include American Indian tribes (federally-recognized and non-federally recognized), Native Hawaiians, Alaskan Natives, and Native American Pacific Islanders.
