This FOA has been modified. ANA is modifying this FOA in response to the COVID-19 Pandemic in order to allow potential applicants additional time to submit an application for financial assistance and modify the budget period. ANA usually follows notice and comment requirements for changes in policies and interpretive rules through the Federal Register. However, ANA is exercising the exception allowed in statute that when ANA has good cause, such as the need to respond to the unanticipated impact of the COVID-19 Pandemic, such a requirement would make the notice and public procedure thereon impracticable, unnecessary or contrary to the public interest (5 U.S.C. 553(b)(B) (cited in 814 of NAPA). In Section IV.4. Submission Dates and Times, the application due date has been updated to extend the deadline for an additional 30 days for all applicants. In addition, changes to the budget period have been made in Section II. Federal Award Information and Section IV.2. Objective Work Plan and Project Budget and Budget Justification, and V.1. Criteria. The Administration for Children and Families (ACF), Administration for Native Americans (ANA) announces the availability of Fiscal Year (FY) 2020 funds for the Native American Language Preservation and Maintenance program. The Native Language Preservation and Maintenance program provides funding for projects to support assessments of the status of the native languages in an established community, as well as the planning, designing, restoration, and implementing of native language curriculum and education projects to support a community's language preservation goals. Native American communities include American Indian tribes (federally-recognized and non-federally recognized), Native Hawaiians, Alaskan Natives, and Native American Pacific Islanders.
