PAS announces an open competition for an assistance award through this Notice of Funding Opportunity (NOFO) for a cooperative agreement to implement a two-week training program in the United States for up to 15 junior Afghan diplomats (henceforth “the participants”) to take place no later than November 2018. The program will be one phase of a joint U.S.-China training program for Afghan diplomats. The second phase may be sponsored by the government of China and may take place in Beijing before or after the activities funded by this cooperative agreement. This NOFO only pertains to phase one, which will take place in the United States.
