NOTICE OF INTENT TO AWARD OVERVIEW ARTICLE I – BACKGROUND AND OBJECTIVES Cooperative Agreement Number P15AC00031 was entered into by and between the Department of the Interior, National Park Service, (NPS) and Student Conservation Association (SCA) for the purpose of conservation projects. Unless otherwise specified herein, the terms and conditions as stated in the Cooperative Agreement will apply to this Task Agreement. Project Title: Conservation crew to work on Historic Dyea Town Site and Chilkoot Trail Restoration/Canyon City Campground Rehabilitation ARTICLE II – LEGAL AUTHORITY 16 USC 1723 (c), Public Lands Corps, authorizes the Secretary to enter into contracts and cooperative agreements with any qualified youth or conservation corps to perform appropriate conservation projects referred to in subsection (d) of section 1723. The secretary may also authorize appropriate conservation projects and other appropriate projects to be carried out on Federal, State, Local, or private lands as part of disaster prevention or relief efforts in response to an emergency or major disaster declared by the President under the Robert T. Stafford Disaster Relief and Emergency Assistance Act (42 U.S.C. 5121 et seq.). ARTICLE III – STATEMENT OF WORK This task agreement specifies a partnership project between the NPS and the SCA, which involves placement of a youth associate at Klondike Gold Rush National Historical Park to participate in the park’s conservation programs. The crew will work and live within the parks Dyea and Chilkoot Trail National Historical Landmark Unit for six weeks during mid-summer to accomplish the back logged maintenance on the historic Chilkoot Trail. SCA brings over 50 years of conservation experience to the partnership. The Canyon City project takes place along the Chilkoot Trail. Work includes the rehabilitation of existing trail and the restoration of over of social trails in the Canyon City area. Crew will also accomplish brushing and general trail maintenance along the Chilkoot Trail including, construction of a moldering privy at Finnegan’s Point Campground, raised structures, and installation of bear boxes in Canyon City campground. Crews may also be expected to assist with the revegetation of the shoulders of the newly improved Dyea Road and Historic Dyea Town Site Trails. All of the projects are very labor intensive and the SCA crew members will provide assistance to the NPS day labor crews to ensure the projects are completed efficiently and to an exemplary quality. The NPS crews will work in the field with the SCA to provide educational opportunities, guidance, and project direction throughout. The crew will have a spike camp located on the Chilkoot Trail; while work in the Dyea area will have the crew camped at the park campground where there are standard facilities. For the Chilkoot Trail projects KLGO will provide appropriate bear resistant containers, a cook tent, latrine facilities, stove, fuel, etc. as well as helicopter support to and from the spike camp. The Conservation Associates will be expected to be based in the park’s backcountry overnight or be temporarily assigned to work at another duty station within the park in order to complete projects. All travel will comply with NPS Invitational Travel (no-cost) protocols and will be of benefit to the United States government. A. The SCA agrees: 1. To assist with recruitment and selection of selected candidates as Conservation Associates to participate in the work described in the above Scope of Work. 2. To provide for transportation to and from Klondike Gold Rush National Historical Park and subsistence during the period of performance. 3. To provide living allowance, insurance, and Americorps awards (when applicable). 4. Provide 24/7 staffed hotline assistance, site visit, and performance evaluations. B. NPS agrees: 1. To provide financial assistance in the amount of $51,154.42. 2. To provide general orientation to park operations, NPS mission, and safety training. 3. To provide a NPS technical representative, Aric Baldwin, to be on-site with the partner participant to assist with specifics of the project as needed. 4 To provide an area to set up living quarters for the partner participant. 5. To provide all necessary equipment and supplies applicable for the project. 6. A written completion evaluation from Klondike Gold Rush National Historical Park per project evaluating the outcome and performance of that project.
