Description

This is a notice of intent to award single source grants to the following entities without competition under justification 505DM 2.14.B.2 and 4. Under FY18 appropriations to the Great Lakes Restoration Initiative (GLRI) the U.S. Fish and Wildlife Service (FWS) intends to enter into single source Grant Agreements with the following entities: Illinois Department of Natural Resources, Michigan Department of Natural Resources, Ohio Department of Natural Resources, and Great Lakes Commission largely to support implementation of the 2018 Asian Carp Action Plan. Funding will support specific activities and deliverables of the each agency that only they can conduct and deliver under the 2018 Asian Carp Action Plan. Competition for the award is not practical as the EPA, FWS, and others developed the FY18 Asian Carp Action Plan that includes implementation of specific actions, by the recipients, to protect the Great Lakes from invasion from Asian carp. The awards will support specific activities, and require specific deliverables of the each entity that only they can conduct and deliver under the 2018 Asian Carp Action Plan. All work conducted under this agreement will be within the Great Lakes Basin, and only agency (State) personnel have authority to lead those activities, and the Great Lakes Commission is a multi-state agency entity established in part to coordinate work among the Great Lakes states. The work conducted under this Agreement largely continues activities initiated in 2010, and continued since. The entities listed are uniquely qualified to conduct the activities required within the GLRI framework based upon the location, management authorities, capacity, and technical expertise of each.
