Optimizing Performance by Improving Quality (OPIQ) in HIV and HIV/TB Programs in the Republic of South Africa under the President's Emergency Plan for AIDS Relief (PEPFAR)

The goal of this NOFO is to improve performance of HIV and TB key indicators and programmatic areas by providing technical assistance (TA) using Quality Improvement (QI) methodologies to PEPFAR South Africa’s implementing partners (IPs) and the South African Government’s (SAG) National, Provincial, and District Departments of Health (DOH). The technical assistance may include (i) initial and ongoing assessment of performance gaps and implementation of remedial plans in SAG DOH HIV/TB prevention and treatment services, (ii) ensuring that SAG DOH HIV/TB prevention and treatment service delivery meets global and national standards of quality through QI and quality assurance (QA) assessments (iii) assistance with operationalization and interpretation of complex data analyses, visualizations, and presentations, (iv) capacity building of IPs and the SAG National, Provincial, and District level DOH to deliver high quality HIV/TB prevention and treatment services to achieve epidemic control. This NOFO aims to develop, coordinate, and implement QI activities across all of PEPFAR’s technical areas in order to improve performance and establish standardized processes for sustained achievement in HIV and TB service delivery in districts supported by PEPFAR South Africa. This activity will provide valuable information to PEPFAR and the broader PEPFAR program on how best to deliver interventions, assess the quality, and present the findings in order to enhance HIV/TB program performance.
