Subject to the availability of funds, USDOL’s Bureau of International Labor Affairs (ILAB) intends to award, through a competitive process, one agreement to organizations to economically empower vulnerable women and girls in an identified agricultural supply chain in Mexico. The objective of the project will be to reduce the risk of child labor, forced labor, and other violations of labor rights for vulnerable women and girls within an identified agricultural supply chain of a good that is produced in Mexico and exported to the U.S. The project will aim to achieve the following outcomes: (1) Improved economic participation by women and girls vulnerable to child labor, forced labor, and/or other violations of labor rights within an agricultural supply chain; and (2) Improved business practices by private sector actors to protect against child labor, forced labor, and other violations of labor rights for vulnerable women and girls working within an agricultural supply chain. The project must work within an agricultural supply chain of a good that is produced in Mexico and exported to the U.S. and that is identified in USDOL’s List of Goods Produced by Child Labor or Forced Labor (TVPRA List) (see http://www.dol.gov/ilab/reports/child-labor/list-of-goods/) or in a supply chain of an agricultural good in Mexico not covered in the TVPRA List, but where the applicant has substantive evidence of indicators of child labor or forced labor. Tobacco may not be proposed as the agricultural supply chain. The Employment and Training Administration (ETA)’s Office of Grants Management anticipates publishing a Funding Opportunity Announcement (FOA) as soon as possible and not later than August 2018 (this timing is subject to change). It only constitutes a notice of USDOL’s intent to publish an FOA at a later date. Interested applicants are encouraged to monitor www.grants.gov for the FOA because, if an FOA is published, grants.gov is the method by which the FOA will be made available to the public. No email or paper copies of any FOA will be provided.
