The National Park Service (NPS), through the Midwest Regional Office (MWRO), requires the performance of research and writing of an Administrative History (AH) for Dayton Aviation Heritage National Historical Park (NHP). The information contained in the Administrative History is essential for present and future interpretation and resource management. This Administrative History is a comprehensive synthesis of primary and secondary source material that is pertinent specifically to Dayton Aviation Heritage National Historical Park. The AH will analyze the partnership model used by the park and examine whether the model is a rational one that can be applied in other situations. The transfer of knowledge to park staff, NPS officials, interested scholars, and lay readers is the principal goal of the project. This study will examine these events while they are still in the recent past and while protagonists can still serve as sources; the need for the history is critical and immediate as many of the individuals involved in the efforts to create the park during the 1980s are quite elderly. The unique, non-traditional partnership relationships of this park make an examination of its history a useful guide for park managers throughout the NPS and the historic preservation community and a resource for scholars of the NPS and of historic commemoration. The focus of the study is a detailed narrative analysis of the major events, activities, and issues arising in the NPS stewardship of the property. The level of investigation should be "thorough", entailing- as defined in NPS-28- research in selected documentary (primary and secondary) sources of known or presumed relevance that are readily accessible without extensive travel and that promise expeditious extraction of relevant data, interviewing all knowledgeable persons who are readily available, and presenting findings in no greater detail than required by the tasks directive.
