THIS IS A NOTICE OF INTENT TO AWARD TO A SINGLE-SOURCE AND THERE IS NO FULL ANNOUNCEMENT ASSOCIATED WITH THIS NOTICE. The U.S. Fish and Wildlife Service (Service) intends to award a grant agreement to Centro de OrnitologÃa y Biodiversidad (CORBDI) to improve shorebird management at Paracas National Reserve, Perú. The Reserve is a key shorebird wintering area and was the first international site accepted into the Western Hemisphere Shorebird Reserve Network. CORBDI was selected to receive this award based on unique qualifications as an innovative conservation leader in Perú, particularly for coastal birds, by its efforts to engage multiple user groups, and the organizationâ¿¿s strong working relationship with Paracas National Reserve to conserve waterbirds while allowing for recreational use. Engaging local stakeholders by CORBDI to achieve and improve shorebird conservation at Paracas National Reserve addresses Secretarial Priority #3: Restoring trust with our local communities. This project also addresses Secretarial Priority #1: Creating a conservation stewardship legacy second only to Teddy Roosevelt as it promotes natural resource conservation (management of a large reserve) through sustainable use (recreation) with the benefit of conserving habitat for migratory shorebirds. CORBDI pursues a balanced approach to land management working with multiple user groups in solving Reserve management challenges to achieve lasting conservation solutions. CORBDI is an active partner in the Pacific Americas Shorebird Conservation Strategy, and this project addresses the key strategies of managing and conserving existing shorebird habitats by cultivating and empowering conservation constituencies at a key site along the Pacific Americas migration corridor. Funding for this project is provided under the authority of the Fish and Wildlife Act of 1956, as amended, 16 U.S.C. 742a-754; Fish and Wildlife Coordination Act of 1958, 16 U.S.C. 661-667(e); Fish and Wildlife Conservation Act, 16 U.S.C. 2901-2911; the Migratory Bird Treaty Act, 16 U.S.C. 709a, and the Department of State, Foreign Operations and Related Programs Appropriations Act, 2017.
