Description

The U.S. Fish and Wildlife Service's (Service) HQ National Wildlife Refuge System is accepting proposals from applicants previously selected under Funding Opportunity F18AS00058 Natural Resources Conservation Careers Program to generate an estimated 350 trail inventory reports from a geodatabase supplied by the Service. The recipient will utilize an existing Service report module to generate the trail inventory reports. The reports will be submitted to the Service for review and acceptance.Contingent upon the availability of funds this cooperative agreement will be incrementally funded over time. The overall performance period of this award will be January 1, 2019 through December 31, 2021. This is the period of Federal sponsorship. The funding period for the first segment of this project will be January 1, 2019 through December 31, 2019. The total amount of Service funding available for the first project segment is $536,023.00. The recipient will: Provide a two-person team to perform extensive data reconciliation of current trail data working directly with the U.S. Fish and Wildlife Service's Service Asset Maintenance and Management System (SAMMS) staff 4-6 months before youth crews are hired. Provide two separate youth crews to complete in person data collection. Coordinate with Service Regional Transportation Coordinators, Facility Management Coordinators, and refuge managers to confirm data is accurate. Work with SAMMS and Service GIS staff to automate entering GIS and tabular data into their SAMMS to capture the financial values and the deficiencies. Collect trail inventory data with the Service for an estimated 175 stations per year. Conduct all necessary data processing, validation, and compiling. Submit the processed, clean trails geodatabase to the Service no later than 15 business days after each station has collected the required data. Work with Service staff to post the clean geodatabase and related data on the Service's SharePoint site. Work with Service staff to make all necessary revisions to geodatabases and submit all field datasets by September 30, 2021.This award is open to recipients previously selected under Funding Opportunity F18AS00058 which identified youth and veteran servicing organizations with the interest and capacity to work cooperatively with the Service to develop introductory educational experiences in natural resource careers for young people and veterans, including culturally, ethnically and economically diverse students, and underserved communities that traditionally have low participation in outdoor recreation activities. This award is made under the authority of the Fish and Wildlife Act,16 U.S.C. §742 et seq.; Fish and Wildlife Coordination Act, 16 U.S.C. §661-666; National Fish Hatchery System Volunteer Act, 16 U.S.C. §§760aa-760aa-4; National Wildlife Refuge System Administration Act, 16 U.S.C. §§668dd-ee; Public Lands Corps Act - Public Lands Corps, 16 U.S.C. §§1721-1726; and Public Lands Corps Act - Youth Conservation Corps, 16 U.S.C. §§1701-1706.
