Description

The Acting Secretary of the Department of Health and Human Services declared on October 26, 2017 that the opioid crisis is a nationwide public health emergency. Opioid misuse has devastating consequences for individuals, families, caregivers, states, and communities. The impact of this crisis is significant for CMS beneficiaries, who have higher rates of opioid overdose deaths and opioid misuse-related healthcare utilization relative to the privately insured. Pregnant and postpartum Medicaid beneficiaries and their infants are at particular and growing risk of harm. Substance use is now a leading cause of maternal mortality; Medicaid is the primary payer for more than 75% of maternal hospital stays related to substance use disorders; and Medicaid pays for 80% of the $1.5 billion annual cost of caring for infants exposed in utero to substances such as opioids.
