Description

Using appropriations to the Great Lakes Restoration Initiative (GLRI), the U.S. Fish and Wildlife Service (USFWS) intends to enter into a single source Grant Agreement to support implementation of an interagency collaborative for invasive crayfish. The collaborative is set up so that agencies with unique capabilities can work together to carry-out specific priority actions within each collaborative. These efforts contribute to the protection and restoration of the Great Lakes and Great Lakes Basin. This is a notice of intent to award a single source grant to the Michigan Department of Natural Resources (MDNR) to support specific activities and deliverables of the agency that only they can conduct and deliver. We intend to make this award without competition under justification 505DM 2.14.B.(2), and (4). This single source award is a continuation of activities presently being funded, and holding a competition would have a significant adverse effect on continuing the activity. Michigan DNR is also uniquely qualified to perform this work given their management responsibility for aquatic invasive species in the State of Michigan, including developing and implementing the Red Swamp Crayfish response plan that identifies the need for the actions in this project, and because of their technical expertise and their active participation with the GLRI Crayfish Collaborative. For these reasons, competition for the award is not practical.
