The National Aeronautics and Space Administration (NASA)Science Mission Directorate (SMD) announces that its annual NASA ResearchAnnouncement (NRA), Research Opportunities in Space and Earth Sciences (ROSES)– 2019 will be released on or about March 14, 2019. ROSES is an omnibus NRA, with manyindividual program elements, each with its own due dates and topics. Alltogether these cover the wide range of basic and applied supporting researchand technology in space and Earth sciences supported by SMD. Awards will bemade as grants, cooperative agreements, contracts, and inter- or intra-agencytransfers, depending on the nature of the work proposed, the proposingorganization, and/or program requirements. However, most extramural research awardsderiving from ROSES will be grants, and many program elements of ROSES specificallyexclude contracts, because contracts would not be appropriate for the nature of the work solicited. The typicalperiod of performance for an award is three years, but some programs may allowup to five years and others specify shorter periods. Organizations of everytype, domestic and foreign, Government and private, for profit andnot-for-profit, may submit proposals without restriction on teamingarrangements. Note that it is NASA policy that all research involving non-U.S.organizations will be conducted on the basis of no exchange of funds. ThisROSES-2019 NRA will be available on its release or about March 14, 2019, at http://solicitation.nasaprs.com/ROSES2019.Tables 2 and 3of this NRA, which will be posted athttp://solicitation.nasaprs.com/ROSES2019table2and http://solicitation.nasaprs.com/ROSES2019table3,respectively, provide proposal due dates and hypertext links to descriptions ofthe solicited program elements in the Appendices of this NRA.
