The United States Department of State, Bureau of International Narcotics and Law Enforcement Affairs, is seeking applications from qualified Non-Governmental Organizations (NGOs), Educational Institutions, a consortium, and other qualified organizations for a Cooperative agreement to implement a program entitled "The Network of International Corrections Experts (NICE)." The authority for this Notice of Funding Opportunity (NOFO) is found in the Foreign Assistance Act of 1961, as amended.
