Description

The purpose of this amended NOFO is to clarify, for recipients currently funded under RFA-CE-20-001 and who are conducting research activities under RFA-CE-20-001 Component A, the application submission process for Competing Revision Component B applications. The Competing Revision application for Component B should clearly describe the current research plan to conduct the rigorous evaluation expected of Component B informed by the results of the activities conducted to date for Component A. This NOFO seeks proposals to support research to rigorously evaluate the effectiveness of primary prevention programs, policies, or practices implemented by RPE programs to prevent sexual violence. Research funded under this announcement is intended to expand the evidence base for sexual violence prevention in one or more of the following strategy areas identified in the STOP SV technical package: Promote Social Norms that Protect Against Violence, Provide Opportunities to Empower and Support Girls and Women, and Create Protective Environments. Research conducted with these funds will rigorously evaluate practice-based prevention approaches (i.e., programs, policies, or practices being implemented in the field or that are planned to be implemented by an RPE-funded organization or partner) to increase the evidence for sexual violence prevention programs, policies, or practices that have traction within the sexual violence field and are, therefore, feasible to implement by practitioners and acceptable to communities. Research aimed at building evidence at the community- or societal-levels and/or for populations and communities that disproportionately bear the burden of sexual violence is of particular interest under this announcement. This Notice of Funding Opportunity (NOFO) covers a five (5) year program plan consisting of Component A and Component B. Component A has a 3-year project period. During Component A up to six recipients will work with one or more state or local RPE programs to develop a partnership and build capacity for the proposed research study. Activities to be conducted in Component A include, but are not limited to, finalize the research evaluation plan, collect or secure baseline data, and conduct formative research. If applicable, recipients can conduct a pilot study on the feasibility of the proposed research approach to generate practice-based evidence from the program, policy, or practice to be evaluated (funded under RFA-CE19-1902, Rape Prevention and Education: Using the Best Available Evidence for Sexual Violence Prevention). During the third (final) year of Component A, all of the initial recipients (from this announcement, RFA-CE20-001) will be invited to submit an application and compete for additional funding under Component B. During Component B, up to four (4) recipients will be funded for a 2-year project period to complete a full-scale rigorous evaluation, leveraging successful completion of milestones met during Component A.
