Description

The Bureau of International Labor Affairs (ILAB), U.S. Department of Labor (USDOL, or the Department, or we), announces the availability of approximately $5 million total costs for one or two cooperative agreement(s) to fund a technical assistance project(s) in Mexico to improve working conditions in the Mexican automotive parts sector and support the development of a successful model for implementing labor law reform. The project’s strategy for achieving this goal is to 1) improve government enforcement of labor laws, and 2) engage employers to proactively adopt practices that improve working conditions, with a focus on bringing labor practices in line with Mexico’s 2017 constitutional reform on labor justice and 2019 labor law reform. The project-level objectives are: • Objective 1: Effective government protection of workers’ rights and implementation of labor reform in the Mexican auto parts sector. • Objective 2: Effective employer respect for workers’ rights and compliance with labor reform in the Mexican auto parts sector. Applicants may submit proposals to implement one or both objectives. If interested in implementing both objectives, Applicants are required to submit two separate proposals — one for each objective — as independent, stand-alone projects. A single proposal may not address more than one objective. Each proposal must independently meet all requirements of this FOA. Each application submitted under Objective 1 may not request more than $3 million total costs. (Award Ceiling) Each application submitted under Objective 2 may not request more than $2 million total costs. (Award Ceiling) The duration of the project(s) will be a maximum of four years (48 months) from the effective date of the award.
