The overall goal of the program is to strengthen the technical, operational, and institutional capacity of the Parliament of Zimbabwe to perform inherently, constitutional Parliamentary duties and tasks. Specific objectives of the program consist of strengthening the capacity of legislators and parliamentary staff in the following thematic areas:● Legislative processes (e.g. research, review, synthesis, and drafting legislation).● Oversight and accountability (e.g. conduct adequate oversight of the executive branch institutions and hold them accountable on behalf of citizens as necessary).● Constituent representation (e.g. seek, collect, aggregate and take up issues of concern to their constituents and their priorities).● Institutional governance (e.g. management of human resources and business processes).● Outreach (e.g. effectively communicate with and engage constituents and stakeholders).Applications should build the capacity of parliamentarians and staff to perform their functions; applications should not propose perpetual training sessions or consultancies that supplant or substitute for parliamentarians or staff efforts. Activity implementation strategies and approaches are expected to be flexible and propose innovative pathways to respond to the challenges that the Parliament confronts to effectively encourage and embolden democracy strengthening.
