Notice of Funding Opportunity (NOFO): Solicitation of Project Proposals for the Helping Obtain Prosperity for Everyone Program was established in the Further Consolidated Appropriations Act, 2020, for $8.5 million to provide funds to eligible applicants that are in areas of persistent poverty.
