Establish a cadre of strategic trade control experts whom ISN/ECC can draw upon to assist EXBS partner countries throughout the world in establishing STC legal and regulatory foundations, licensing processes, industry outreach mechanisms, enforcement capabilities, interagency coordination, and international cooperation.
