The goal of this activity is to foster a culture of rule of law and respect for and implementation of the Constitution and the rights therein. Various scholars have defined constitutionalism broadly as a system of governance under which the power of the government is limited by the rule of law. Constitutionalism recognizes the need to curtail power to protect the rights of groups and individuals. The Constitution is the foundational document for how government is structured and functions and becomes the standard by which all laws, policies, and practices are measured in order to sustain a free, democratic society.The objectives of this activity are to:1. Increase civil society advocacy for constitution-driven reform;2. Increase citizen awareness of and demand for constitution-driven reform; and3. Strengthen local institutions’ capacity to advance the implementation of the Constitution.The Promoting Constitutionalism activity will build on prior support for civil society advocacy for constitutional alignment and implementation through multiple awards. Through this solicitation, USAID seeks to sharpen and deepen its future constitutional awareness and reform programming, consolidate gains as well as sustain or increase momentum around political, social, and economic reforms. USAID also looks to encourage meaningful and substantial involvement of women and youths in constitutional awareness and demand for constitution-driven reform. USAID encourages a gender sensitive and youth inclusive approach to promoting constitutionalism to enhance societal awareness and participation in constitution driven processes.
