Burkina Faso Road Safety Initiative

The Bureau of International Narcotics and Law Enforcement Affairs of the U.S. Department of State announces an open competition for organizations to submit applications to carry out a project to: help Burkinabe law enforcement use road safety as a tool to improve the social contract with their citizens. Road safety is defined as prevention, response, and public engagement/advocacy used to reduce traffic fatalities and criminality on/around roads, including banditry and corruption. In response to these challenges, the USG has placed emphasis on strengthening the capability of justice institutions in Burkina Faso through its recent support of INL programming in Burkina Faso. Together, Post and INL have addressed this issue through a previous grant that worked with both civil society organizations and law enforcement to build trust, educate citizens, limit corruption, and communicate these successes. Through a focus on road safety and corruption facing road users, Burkina Faso could work to improve public trust by (1) Improving service delivery related to road safety, including prevention and response and (2) Reducing traffic corruption and abuse of power that has a negative impact on citizen trust in government and (3) Successfully marketing to and involving citizens in any new initiatives. Improved communication and messaging are a crosscutting theme in all approaches. The combined effect of working in these areas is to motivate law enforcement personnel and communities and promote transparency, accountability, dialogue, and performance improvements. In turn this will reduce a key driver of violent extremism, distrust, and poor government service delivery.
