The Award Ceiling for Year 1 is 0 (none). CDC anticipates an Approximate Total Fiscal Year Funding amount of $160,000,000 for Year 1, subject to the availability of funds. However, for this NOFO, applicants should apply to the Average One Year Award Amount/Approximate Average Award amount of $40,000,000 instead of applying to the full $160,000,000 Approximate Total Fiscal Year Funding amount for Year 1. Applicants should develop a proposal to spend $40,000,000 carrying out activities in 4-5 states (including at least 1 high burden state) in Nigeria. Exact funding amounts and the geographic scope for each award under this NOFO will be determined at the time of award. This NOFO aims to support the Government of Nigeria (GON) to achieve HIV epidemic control across all CDC-supported states within age and sex bands. CDC implementing partners (IPs) will provide high-quality comprehensive HIV care and treatment clinical and community services to reach the UNAIDS 95-95-95 targets by 2030. This NOFO aims to integrate HIV service delivery with the management of other non-communicable and infectious diseases such as TB and COVID-19 by delivering client-centered interventions prioritizing at risk and marginalized populations. While the country program has made considerable progress, to reach the goal of HIV epidemic control, continued scale-up of antiretroviral therapy (ART) is needed. The accelerated scale-up of ART in combination with high impact prevention, treatment, and retention strategies can quicken the pace of the HIV response to reduce HIV incidence and HIV-related mortality. This NOFO will support the use of evidence-based, client-centered models of differentiated care with real-time data collection, analysis, and quality improvement to increase program performance and accountability, thereby placing the country on the path of ending the HIV epidemic. The recipient(s) will also jointly develop a phased sustainability framework with the GON to guide program implementation across all sub-national units (SNUs) to strengthen local partnerships and commitment to achieving sustainable HIV epidemic control.
