Announcing an open competition to promoting study abroad, focusing on U.S. graduate educational institutions. American and/or Japanese non-profit organizations may submit proposals to manage and administer innovative and creative programs designed to increase the number of Japanese students studying in U.S. graduate schools in a variety of fields.

- Public and State controlled institutions of higher education
- Nonprofits with 501(c)(3) status (other than higher education)
- Nonprofits without 501(c)(3) status (other than higher education)
- Private institutions of higher education
