OJP is committed to advancing work that promotes civil rights and racial equity, increases access to justice, supports crime victims and individuals impacted by the justice system, strengthens community safety and protects the public from crime and evolving threats, and builds trust between law enforcement and the community. The proposed fiscal year (FY) 2022 supplemental award for the National Pretrial Reporting Program (NPRP) will provide funding from January 1, 2023 to September 30, 2024, expanding the data collection effort to include an additional sample of 50 counties and conduct the attendant outreach, nonresponse follow-up, and data processing and standardization efforts associated with the additional counties. NPRP aims to collect felony case-processing metrics representative of pretrial detention and release in the largest 200 counties in the U.S. The original award included funding to support (1) review of the State Court Processing Statistics (SCPS) data to inform critical data needs for NPRP, (2) expansion of the SCPS collection effort in representation to capture pretrial practices in a larger swath of the U.S. population, (3) assessment of availability and extractability of data elements through a data capacity survey in roughly 125 of the largest 200 counties, (4) conducting a pilot test with approximately ten counties, (5) executing the collection of data extracts from courts, jails, and pretrial services agencies, and (6) providing a summary of the project. Statutory Authority: Under section 302 of the Omnibus Crime Control and Safe Streets Act, BJS is authorized to "make grants to, or enter into cooperative agreements or contracts with public agencies, institutions of higher education, private organizations, or private individuals" for purposes of collecting and analyzing criminal justice data and producing reliable statistics under 34 U.S.C. § 10132(c)(1).
