FY 2009 Recovery Act – BJS Tribal Crime Data Collection, Analysis, and Estimation Project The U.S. Department of Justice (DOJ), Office of Justice Programs (OJP), Bureau of Justice Statistics (BJS) is pleased to announce that it is seeking applications for funding under the American Recovery and Reinvestment Act (“Recovery Act”). BJS is soliciting proposals for an agent to carry out its Recovery Act – Tribal Crime Data Collection, Analysis and Estimation Project. The goal of the program is to enhance the utility of Tribal crime and justice data for use in the Edward Byrne Memorial Justice Assistance Grant (JAG) Program formula grant calculations. Currently, tribal crime data is reported to the Department of Interior’s Bureau of Indian Affairs (BIA). The BIA transmits these data to the FBI for inclusion in the Uniform Crime Reporting program as a single line – a total for all reporting tribes. Hence, individual tribal data does not appear and, therefore, these tribes are not eligible for awards under the Byrne JAG Formula Grant Program. The recipient of funds will coordinate with federal, state, local and tribal, governments as necessary to enhance the utility of tribal crime and justice data. The project will involve several activities including: an assessment of the availability and usefulness of crime and justice data for criminal offenses occurring on federally recognized tribal lands; development of short- and long-term plans for utilizing tribal crime and justice data in formula grant calculations; and implementation of data collection, verification, and analysis plans. Applications for funding will be accepted through the on-line OJP Grants Management System (GMS).
