Description

The United States Agency for International Development Vietnam (USAID/Vietnam) is seeking applications from qualified applicants to implement a program to combat human trafficking in the Mekong Delta. USAID/Vietnam anticipates one two-year award (cooperative agreement) resulting from this RFA. The purpose of the program is to strengthen the GVN anti-trafficking efforts in the Mekong Delta of Vietnam. The primary objective of the program is to reduce the vulnerabilities among at-risk populations. To this end, the grantee will be responsible for designing and implementing innovative measures to prevent trafficking and provide quality support services for victims. Applicants may form public-private partnerships with other organizations, as appropriate, to maximize the employment of effective technical expertise so as to achieve the primary objectives of the program. The above indicated program objective may be achieved through one or more interventions; the following are illustrative activities:1. Implementation of innovative trafficking prevention measures for the at-risk population. Activities might include, but are not limited to: public awareness programs about human trafficking, local capacity building in trafficking prevention, and counseling/case-management services for high-risk individuals and trafficking victims returning to their communities. 2. Implementation of support mechanism for victims of trafficking. Activities might include, but are not limited to: Establish shelters for returned victims of trafficking at the hot-spot locations where shelter services do not exist. Build local capacity to provide protection, health, psychological and social services for victims of trafficking. Develop an effective, collaborative, and mutually supportive relationship with existing health, education and protection services provided by NGOs, local authorities or other entities in the Mekong Delta, in particular with activities under the on-going USAID-funded UNIAP project. Develop an outreach program from an existing shelter to additional hot-spot locations.All activities should promote the goal of strengthening the Mekong Delta community’s capacity in coping with trafficking crimes and provide the essential services for victims of trafficking.
