THIS IS A NOTICE OF INTENT TO AWARD TO A SINGLE SOURCE, AND THERE IS NO “FULL ANNOUNCEMENT” ASSOCIATED WITH THIS NOTICE. This Notice is NOT a request for competitive proposals. The U.S. Fish and Wildlife Service (Service) intends to award a cooperative agreement to the American Bird Conservancy under authority of CFDA 15.637 and the Fish and Wildlife Conservation Act of 1980, as amended. The Service proposes to provide financial assistance to the recipient so that they may facilitate operational support for the East Gulf Coastal Plain Joint Venture (EGCPJV), a self-directed partnership of state, federal and private organizations promoting conservation delivery in the context of landscape-scale sustainability for migratory bird populations. Joint Venture partnerships are critical elements in the Service's interests to advance more strategic approaches to fish and wildlife conservation, and are one of the most celebrated models for enhancing and leveraging partner capacities towards common conservation goals. American Bird Conservancy will provide operational and administrative support to the EGCPJV consistent with the priorities and direction expressed by the EGCPJV Management Board, and will invest Service-provided funding accordingly. Period of performance is from date of the award to October 31, 2014. Estimated award – Total funding through 2014 is expected to be $1.1 Million. A determination by the Government not to compete this proposed assistance based upon Departmental Manual 505DM2, paragraph 2.14 (B) (2) is solely within the discretion of the Government.
