Subtitle C of the Omnibus Public Lands Management Act of 2009 (P.L. 111-11) authorized a Wolf Livestock Demonstration Project with two purposes: 1) to assist livestock producers in undertaking proactive, non-lethal activities to reduce the risk of livestock loss due to predation by wolves; and 2) to compensate livestock producers for livestock losses due to such predation. Congress appropriated $1 million to support this project as part of the FY 2010 Interior and Related Agencies appropriations.For FY2010, the U.S. Fish and Wildlife Service (Service) implemented the program by establishing grants with the following States: Arizona, Idaho, Michigan, Minnesota, Montana, New Mexico, Oregon, Washington, Wisconsin, and Wyoming. The Service is now implementing the program with the following Tribes: San Carlos Apache Tribe of Arizona, Wind River Tribe in Wyoming, and the Blackfeet Tribe, and Salish and Kootenai Tribes in Montana. These selected States and Tribes will be able to use the funds to support qualifying projects that assist livestock producers in undertaking proactive, non-lethal activities to reduce the risk of livestock loss due to predation by wolves or to compensate livestock producers for livestock losses caused by wolves. The selected States and Tribes will be responsible for establishing procedures and criteria for disbursement of Wolf Livestock Demonstration Project Grant Program (WLDPGP) funds to qualifying projects fulfilling either of the two purposes of the program. Qualifying projects must include a 50 percent non-federal cost share.
