Description

THIS IS A NOTICE OF INTENT TO AWARD TO A SINGLE SOURCE, AND THERE IS NO “FULL ANNOUNCEMENT” ASSOCIATED WITH THIS NOTICE. This Notice is NOT a request for competitive proposals. The U.S. Fish and Wildlife Service (Service) intends to award a cooperative agreement to the Texas A&M University, Kingsville under authority of CFDA 15.655 and the Fish and Wildlife Conservation Act of 1980, as amended in 1988. The Service proposes to provide financial assistance in helping maintain progress on ongoing efforts to conserve a list of priority species (Focal Species) as designated by the Service’s Migratory Bird Program. Many of these species require research due to a lack of basic biological information. Others are currently being monitored but require additional efforts to establish current population trends. Period of performance is from date of the award to December 31, 2015. A determination by the Government not to compete this proposed assistance based upon Departmental Manual 505DM2, paragraph 2.14 (B) (2) is solely within the discretion of the Fish and Wildlife Service. Questions concerning this announcement should be directed to Cindy Fury, (561) 573-2882, or Janice McNeill (404) 679-4056, by email at janice_mcneill@fws.gov.
