Description

SUMMARY The Bureau of Democracy, Human Rights and Labor (DRL) announces a Request for Proposals (RFP) to promote human rights and advance the rule of law in Iraq. To address critical human rights challenges, DRL announces an open competition for assistance awards from the U.S. Department of State’s Fiscal Year 2010 Economic Support Funds (ESF) from organizations interested in submitting proposals for projects that support human rights and rule of law programs in Iraq. Organizations should have a demonstrated capacity to work in Iraq on human rights-related issues. This request for proposals does not guarantee funding and is subject to Congressional approval of DRL’s spending plan as well as approval by the Assistant Secretary for DRL and the Office of Acquisitions Management.
