CALL 004, AMENDMENT No. 5 The below paragraphs from Solicitation BAA-RV-10-01, Call 004, posted on May 19, 2010 are amended to clarify the specifics regarding the Government Furnished Property (GFP) and its availability as well as cost proposal instructions and administrative errors. OTHER RELEVANT INFORMATION: 1. The GFP reference listed is amended to read FAR 45.201(c)(4). 2. Contractors are ordinarily required to furnish all property necessary to perform Government contracts. Contractors should note that IAW 45.201(b), contractors are responsible for all costs related to making the property available for use, such as payment of all transportation, installation or rehabilitation costs. 3. Offerors requiring GFP must submit the following information with their offers as an attachment in the Business Proposal: A. A list or description of the GFP proposed for use on a rent-free basis by the prime or subcontractors. The list shall identify the accountable contract under which the property is held and the authorization for its use, if applicable; B. Dates the GFP is anticipated for use by the offeror including the first, last and all intervening months. For any property that will be used concurrently in performing two or more contracts, the amounts of the respective uses in sufficient detail to support prorating the rent; C. The amount of rent that would otherwise be charged in accordance with FAR 52.245-9, Use and Charges; and D. The voluntary consensus standard or industry leading practices and standards to be used in the management of Government property, or existing property management plans, methods, practices, or procedures for accounting for property. APPLICABILITY OF BASELINE BAA: 1. References to the baseline BAA discussed are amended to read BAA RV-10-01. PROPOSAL SUBMISSION: 1. Cost proposals instructions listed in paragraph 1 should be submitted in accordance with Attachment #1. Technical and business proposals should be submitted in accordance with Section 8 of the baseline BAA. 2. Electronic copies of the proposal required under paragraph 2 need to be provided on a CD-R. 3. The statement “Provide additional data right items not already submitted in the Representations and Certifications that were included under the awarded basic contract” as written in paragraph 2 is amended to read “Provide additional data right items not already submitted in the Representations and Certifications.” CALL AMENDMENTS: Offerors should monitor FedBizOps/EPS http://www.fbo.gov and/or Grant.gov/FIND http://www.grants.gov for any additional notices to this CALL that may permit extensions to the proposal submission date or otherwise modify this announcement.
