To further Health Information Technology (HIT) development processes in the field of maternal and child health, support will be needed to enhance health information exchange collaborations among institutions that work to provide health and preventative services to this population. Support is needed to develop the means of exchanging information by augmentation of the technological infrastructure within and across these institutions. The current funding activity is intended to further two public health HIT areas of need with two separate, but related projects. The goal of Project 1 is to define the business processes of Immunization Information Systems (including record matching and merging, vaccine inventory management, Vaccines for Children provider reporting, vaccine forecasting, linking records and integrating data with other child health information systems, and exchanging data with an HIE) using a collaborative requirements development methodology, in order to assist states in electronic record exchange that supports current Meaningful Use criteria for public health. The requirements developed in this project would incorporate standards and certification criteria endorsed by the Office of the National Coordinator (ONC) and would directly feed into the RFPs states (i.e., those who have not received Centers for Disease Control and Prevention [CDC] interoperability grants) will need to develop for vendors to respond to. Development of collaborative requirements will help to ensure more consistent and higher quality functionality, ultimately at lower costs. The goal of Project 2 is to assist states to implement a web-based electronic birth records system based on the 2003 Standard Birth Certificates, incorporating the standards recommended by the National Association of Public Health Statistics and Information Systems and the National Center for Health Statistics of the CDC. Applicants may apply for Project 1 or Project 2, but not both projects simultaneously.
