Unique Qualifications - The applicant is uniquely qualified to perform the activity based upon the specific need in which the work is accomplished. Eligible applicants are limited to American Conservation Experience (ACE). ACE provides the needed service by utilizing youth hand crews that are both efficient, economical, and "shovel ready" as well as trained and certified sawyers and certified pesticide applicators. Invasive species pose a serious threat to the health and integrity of natural communities on all National Wildlife Refuges. An integral part of the invasive species program is the use of hand crews who can work in areas where it is not possible or practical to use heavy equipment or aerial chemical spraying. Hand crews are also an asset to re-treat and maintain restoration sites, restore and prepare burned areas (i.e. Island Fire, Cibola Fire), treat new invasive species infestations, and to work in fragile habitat. ACE crews provide an effective economical means to meet these needs and they benefit by gaining valuable work experience. Project and Purpose - The principal purpose of this agreement is to control or eradicate invasive species and to restore native habitats on National Wildlife Refuges. Invasive species control/eradication, with emphasis on early detection/rapid response (EDRR) to new infestations to prevent spread, is a priority of the Invasive Species Strike Team program. Restoration efforts may occur on any National Wildlife Refuge, with emphasis on Arizona’s refuges.
