Applications submitted under this APS must address well-defined GBV problems in naturaldisaster or conflict settings and articulate clear linkages between identified problems, proposedactivities, and expected impacts. Programs may address problems of gender-based violenceimpacting internally displaced persons, returnees, host communities, or other communitiesaffected by disasters in a manner that respects the dignity of individuals and the cultures in whichthey live. Programs should focus on addressing GBV problems that have emerged or beenexacerbated as a result of disaster or conflict, meaning that persons’ vulnerability to GBV hasincreased or that the threat of GBV has changed or increased.For the purposes of this APS, gender-based violence refers to any form of violence or abuse thattargets individuals or groups on the basis of their sex and that results in physical, sexual orpsychological harm to men, women, or children (defined as persons under the age of 18 years),although women and girls are often the primary victims. Unequal power relations between malesand females significantly contribute to gender-based violence. In fact, gender-based violence isoften intended to maintain gender inequalities or reinforce traditional gender roles for men,women, or children. Acts of violence and abuse may include rape and other forms of sexualviolence, sexual abuse, sexual exploitation, domestic violence, and other forms of physical orpsychological abuse.
