The Substance Abuse and Mental Health Services Administration (SAMHSA) announces the availability of funds to expand and/or enhance grant activities funded under the Recovery Community Services Program (RCSP) grant announcement TI-10-010. The purpose of this program is to deliver peer-to-peer recovery support services that help prevent relapse and promote sustained recovery from alcohol and drug use disorders. RCSP is intended to support peer leaders from the recovery community in providing recovery support services to people in recovery and their family members, and to foster the growth of communities of recovery that will help individuals and families achieve and sustain long-term recovery. The purpose of this one-year supplemental award is to increase the capacity of existing programs through enhanced and/or expanded service provision to key populations or focused on key topic areas. The objective of increased service provision is to promote recovery initiation/longer-term recovery and to increase the quality of life of service recipients. SAMHSA has identified eight Strategic Initiatives to focus the Agency�s work on improving lives and capitalizing on emerging opportunities. The RCSP Supplements are part of SAMHSA�s effort to achieve the goals of the Recovery Support Strategic Initiative, which are to improve health, home, purpose and community for individuals with or in recovery from mental and substance use disorders. Consistent with the goals of the Recovery Support Strategic Initiative, this program aims to improve quality of life related to improvement in: maintenance of abstinence, employment, housing, social connectedness and reduction in criminal justice involvement.More information on SAMHSA�s Strategic Initiatives is available at the SAMHSA website: http://www.samhsa.gov/About/strategy.aspx.Recovery Community Services Program Supplemental grants are authorized under Section 509 of the Public Health Service Act, as amended. This announcement addresses Healthy People 2020 Substance Abuse Topic Area HP 2020-40.SAMHSA strongly encourages all grantees to provide a smoke-free workplace and to promote abstinence from all tobacco products (except in regard to accepted tribal traditions and practices).Applicants must identify at least one area of additional focus related to the provision of peer-to-peer recovery support services. Applicants may choose one or more of the following areas/populations of focus: Trauma-informed care;Educational/job-training skills;Members of the military/military families;Those living with HIV/AIDS;Individuals who are homeless;Adolescents;Re-entry populations; andCo-occurring populations. Applicants must demonstrate that the array of supplemental services/supports provided is responsive to community needs and complements existing community resources. The goal is to add to the existing resources in the community with peer-to-peer recovery support services that can meet the stage-appropriate needs of people who are seeking to initiate recovery or working to sustain it. Therefore, applicants must describe previous community needs assessment activities/efforts and how results informed the proposed supplemental peer recovery support services. Successful peer-to-peer recovery support services will include ongoing assessment of participants� support needs and a menu of supportive services to meet the needs at various stages in recovery. You must describe how you will implement these supplemental services/supports in Section C of your Project Narrative (see Section V-1). Grantees will also be expected to coordinate activities with SAMHSA�s Bringing Recovery Supports to Scale Technical Assistance Center Strategy (BRSS TACS).
