Purpose The purpose of the program is to assist the six Regional Offices of the World Health Organization (WHO), the lead health agency of the United Nations, in their implementation of a coordinated plan to assist national governments and regional authorities to: improve surveillance for influenza by enhancing capacity for laboratory and epidemiologic surveillance of seasonal and pandemic influenza; to assist the development of simple methods to determine burden of influenza disease in countries and regionally using surveillance data and other routinely collected information; to detect and respond to outbreaks of novel influenza viruses with pandemic potential, such as highly pathogenic avian influenza or swine viruses; and to assist countries to conduct activities that inform policies on introduction and increased use of influenza vaccines. WHO Regional Offices provide country-level and regional support for conducting activities that enhance the capacity of Member States within their regions. A principal intent of this announcement is to fund WHO Regional Offices to assist targeted Member States to build capacity for enhancing surveillance capacity for influenza leading to the routine identification, investigation and containment of novel influenza viruses and potential pandemic strains of influenza.
